This 'movie' is actually three separate Digimon Adventure 02 films smashed together for Western release — Hurricane Touchdown, Supreme Evolution, and the Wallace/Willis short.
The name 'Willis' was invented entirely by the English dub; in Japan he's Wallace, and his backstory was barely connected to the main 02 plot.
