This was actually a stealth sequel to Daredevil (2003), but Fox buried the connection after that film underperformed. Jennifer Garner only returned due to contractual obligation.
Elektra arrived right before Iron Man changed everything—it's essentially the last gasp of the grimdark, leather-heavy superhero era that Batman Begins was about to make respectable.
