I saw this film with English subtitles while I was studying in Paris, France. I found it surprisingly good and a great insight into the DPRK. At the film showing there was even an official from the DPRK embassy, who obviously had only praise for the film.

This is playing on the big screen at Toronto's Reel Asian film festival on November 15, with English subtitles. Very cool.
