His history of bloodshed and corruption has helped him climb the ladder of power, but federal agent Victor is on a quest to uncover an entire network of women trafficking and blackmail linked to Mr. Serrano, which he uses to control his enemies and party members with the help of Luisa, who runs the city's most exclusive brothels.
