Roddy Piper filmed this during his WCW contract loophole period—he wasn't supposed to do movies at all. The studio used a Canadian production company to hide it.
This was one of the last Western productions to shoot extensively in pre-handover Hong Kong, making it a weird time capsule of 1997-99 anxiety.
