This is director Jesse V. Johnson's twenty-somethingth action film in five years—he's basically a B-movie factory at this point, and we should all be grateful.
The film belongs to a proud tradition of 'American lawman solves international problems' movies that peaked with Rambo and somehow never fully died. The British characters' resigned exasperation feels weirdly authentic.
